I'm under the impression before the next play is started, flags can be picked up. Or does actually making the announcement of the flag being confirmed lock it in?

Usually when a flag is picked up it is after discussion before the call is made.

I have never seen a call announced, a delay happen, and then post delay say the penalty didn't happen.

Neither have I. I just wonder what the rule is.

I've been officiating baseball and basketball recently and digging into the rules. A lot of fans would be surprised at how much can be done before the next play happens in sports.
