To be fair, the defense doesn't actually get any more time to rest with runs vs. passes, do they? Even if more game time runs off the clock, it's not like you only recover while the game clock is ticking. It's all about the first downs.

That's what came to mind for me but we were "only" 61st in penalties that year. That's pretty much where we've ranked every year from Zook onwards other than 07 when we were 7th best.
