Very Northwestern to add a layer of bureaucracy with a confusing relationship to the reporting structure like that.
From what I know from people who have worked in (non-athletic) administration there it's a nightmare to get anything done despite money never being an issue.

Hired in 2021. Completely mishandled suspension and firing of Fitzgerald and baseball coach for hazing. Did not bother to come back from his vacation to tell the players (did it by Zoom)

Morty Schapiro and Jim Phillips should be responsible for answering for that stuff. It happened all under their watch. Schill and Gragg are also incompetent at their jobs, but that doesn't absolve the former two.

Very Northwestern? I'd say very higher ed. This type of move is very common at universities.
Don't worry. The pride of the NU Medill School of Journalism, Teddy Greenstein, is going to do a big expose on Cat sports any....day....now.
What good does any of this do when half of the major network sport journalists are northwestern grads and wont say a
word about the continued mistreatment of their students. This upcoming version will be softened and will go away in no
time. I expect nothing less from Teddy.

All Universities are bureaucratic, but UI would never make Josh Whitman the VP of Athletic-Type Activities and then hire a different AD.
Confusion about who is in charge is common there in a way it's not at the University of Chicago, I can speak with direct experience on that.
Northwestern's reputation even within elite higher ed is that you've got a Matrix sequel of endless suits between you and whatever you want to do.

I will say I am very happy to have moved from higher ed to quasi higher ed adjacent in my own career. The belly of the beast is a drag.

Maybe because if something ever goes sideways, they have multiple ways to point the finger.
When I've worked with or dealt with organizations like this, the primary goals are either to get more people fatter paychecks or provide more protection from guilt when bad decisions are made. More often than not, it's a healthy combination of both. But the people I usually deal with can't make a decision ("I'll have to run it up the flagpole) or never take accountability for poor decisions ("You'll have to talk with X - I didn't have anything to do with the final decision.")
